  - Fix the share build: register Fetch::Local so the bundled tarball is
    actually used, build out-of-source, run make and make install
  - Build the share libssh static and append -lcrypto -lz to the link line
    so XS consumers load without a runtime libssh.so
  - Gather cflags/libs via the PkgConfig plugin on both install paths
  - Force the share build during author release testing (RELEASE_TESTING,
    excluding CPAN smokers via AUTOMATED_TESTING) so the shipped offline
    fallback is exercised on every dzil release, even on hosts that have a
    system libssh
