TODO list for Config::ApacheExtended

- add support for cummulative values
	(i.e. add to instead of overwriting values)

- rework the grammar file, to move some of the validation/substitution features into actions in the grammar

- add support in the data structure and methods for access to the
	extra parameters of a block statement
