  - Initial release.
  - New plugin `[LicenseFile]`: on every build, compare the `LICENSE`
    gathered from the repository against the licence the distribution
    declares, and abort when the file is missing or no longer matches.
    The `required = 0` attribute downgrades both checks to a warning,
    for migrating an existing distribution.
  - New command `dzil genlicense`: write that text into `LICENSE` in the
    repository root, so the file can be committed and the hosting
    platform can detect the licence. Idempotent — writing the same text
    twice reports `LICENSE is up to date` and touches nothing.
  - Both write and expect the bare licence text rather than
    Software::License's `fulltext`. The copyright notice `fulltext` puts
    above the licence is enough to stop GitHub's detector: the same
    repository reports NOASSERTION with `fulltext` and Artistic-2.0
    with the bare text.
