    - On a perl with long double or __float128 numbers, non-integral parse results are
      now rounded to double, as the C engine and ICU return them. The pure-Perl engine
      previously computed them with the wider precision, so t/05.xs.t failed on such
      perls (CPAN Testers, reported by Slaven Rezić, issue #1).
    - Makefile.PL now stops with "OS unsupported" on a perl with 32-bit integers, which
      the int64 arithmetic does not support (CPAN Testers armv6l and i686 reports).

    - Initial release: port from ICU4C 79.1 RuleBasedNumberFormat (rbnf.cpp, nfrs.cpp,
      nfrule.cpp, nfsubs.cpp), with a loader for the CLDR RBNF, number symbols, numbering
