Module Permissions

Some authors only have partial permissions on this distribution.

To fix, either remove all permissions from HANDOFF, NIKC or:

• Grant co-maint to HANDOFF on SVN::Web::Blame, SVN::Web::DiffParser, SVN::Web::I18N, SVN::Web::Test, SVN::Web::View, SVN::Web::X, SVN::Web::action
• Grant co-maint to NIKC on SVN::Web::DiffParser::Change, SVN::Web::Test::Mechanize
