Release version 4.2 to address test failures
CPAN Testers uncovered a few more issues with systems based on the
precision of local calculations and the timezone of the host system. Two
fixes in this release:
* Always set the OutputTimeZone when set_syslog_timezone() is called as
per the docs. This also makes the tests pass as the timezone is
expected. * New variable $HiResFmt and default to '%0.6f'. Use this to set
the
correct precision in the date strings. If tests continue to fail due
to precision erros, I will override the precision in the tests using
this variable.

Allow cuotomizing the high resolution time format.
Allow overriding the default microsecond resolution timestamps for the high
resolution timestamps. This should address some test failures where
HTTP::Date::str2time() is causing rounding errors.
Touch up test output for easier debugging.

Fix "Dist::Zilla = >= 1.23" to "DateTime >= 1.23"
Doing too many things at once, including debugging why the newest version
of Dist::Zilla broke a few plugins. Brain replaced "DateTime" with
Dist::Zilla for some reason.

Temporary fix
The date math is dodgy right on the edge and with timezones, Test::MockTime
and set_syslog_timezone aren't collaborating. I need to investigate
further, but this testing fix should correct the issue for folks in
timezones with 0+ offset from UTC.

Correct Parsing Benchmark, remove RegexSet
The RegexSet option hasn't really been used since testing the intial
regexes in early releases. Save the extra dereference in a few places, this
could lead to better performance on older Perls especially.
The benchmarks/01-parse.pl wasn't reporting messages per second. It was
reporting how many blocks of "X" messages could be processed. This makes
the output useless if we find another weird case we want in the benchmarks.
Moved the benchmarks to a curried function and it now reports message per
second parsed.

+ introduction of Time::Moment for calculations + possibility to
set_syslog_timezone / get_syslog_timezone which affects
the timestamps without explicit timezone designation + new mode
NormalizeToUTC: makes sure we output ISO 8601 compliant dates + New mode
IgnoreTimeZones: ignore the timezone altogether - useful when
you just want the literal dates parsed + special mode set by use_utc_syslog
- parsing ISO 8601 compliant
syslogs using only Time::Moment. Blazingly fast at that. + new mode
DateParsing - allows you to disable date parsing + patched date_iso8601
regex to match valid ZULU (UTC-0) dates
Tests: + Set mocked time in test suite, should fix the weird leaping dates
if timestamp
seems to be in the future. + added tests for NormalizeToUTC datetime
calculation + sort keys in testing loops ensures the order of tests is
always the same
instead of hashkeys-random order

Some folks combat the weirdness of lack of a year in the syslog messaging
by simply prepending the year to the messages. This patch allows that
format to be parsed without a penalty on the rest of the infrastructure.
