added check in Makefile.PL to ensure that we're on version 2.36+ of wiringPi

API for wiringPi, providing access to the Raspberry Pi's board, GPIO and connected peripherals

To install WiringPi::API, copy and paste the appropriate command in to your terminal.

cpanm WiringPi::API

perl -MCPAN -e shell
install WiringPi::API
