Fix share install download by switching to Alien::Build::Plugin::Download::GitHub (thanks Zaki Mughal)

Find or download/build/install libpcre2 in PCRE2, the new Perl Compatible Regular Expression engine

To install Alien::PCRE2, copy and paste the appropriate command in to your terminal.

cpanm Alien::PCRE2

perl -MCPAN -e shell
install Alien::PCRE2
