Changes for version 4.66

Updating to Module::Install 0.91
Changes the lzma.exe svn:executable flag to true so that it will run on Cygwin (I hope).
Noting copyright and license for lzma.exe in the POD.

Install and make available lzma.exe

To install Alien::Win32::LZMA, copy and paste the appropriate command in to your terminal.

cpanm Alien::Win32::LZMA

perl -MCPAN -e shell
install Alien::Win32::LZMA
