Update Makefile.PL to call build_config before referencing it as that seems to no longer happen automatically. Fixes build issue with perl 5.14 and later

To install Apache::Scoreboard, copy and paste the appropriate command in to your terminal.

cpanm Apache::Scoreboard

perl -MCPAN -e shell
install Apache::Scoreboard
