SEISMIC UNIX NOTES SURANDSTAT - Add RANDom time shifts STATIC errors to seismic traces

     surandstat <stdin >stdout  [optional parameters]

 	seed=from_clock    	random number seed (integer)            

	max=tr.dt 		maximum random time shift (ms)
