Changes for version 0.03 - 2021-04-04

Add 'epoch' parameter using Astro::Coord::Precession. Fix reading negative declination string with 0 degrees.

To install Astro::DSS::JPEG, copy and paste the appropriate command in to your terminal.

cpanm Astro::DSS::JPEG

perl -MCPAN -e shell
install Astro::DSS::JPEG
