Add 'file_encoding' and 'file_open_layers' options for customizing the way the csv file is opened.

Easily load a CSV into a database table

To install DBIx::TableLoader::CSV, copy and paste the appropriate command in to your terminal.

cpanm DBIx::TableLoader::CSV

perl -MCPAN -e shell
install DBIx::TableLoader::CSV
