Changes for version 0.17

Fix module so it should work on any version of perl. Note the order it is used in a Makefile.PL has changed, it should be loaded in an eval BEFORE loading ExtUtils::MakeMaker not afterwards.. (YVES)

To install Devel::Required, copy and paste the appropriate command in to your terminal.

cpanm Devel::Required

perl -MCPAN -e shell
install Devel::Required
