Dist-Setup-0.16

Changes for version 0.16 - 2024-05-09

Disable our custom make targets on platforms that are not know to have GNU Make.
Add a way to pass the HARNESS_OPTIONS variable used for the `make test` target.

To install Dist::Setup, copy and paste the appropriate command in to your terminal.

cpanm Dist::Setup

perl -MCPAN -e shell
install Dist::Setup
