Avoid Path::Tiny and Path::Class, use File::Spec Total cockup in backward compatibility

Puts the MANIFEST file in the project root

To install Dist::Zilla::Plugin::ManifestInRoot, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::ManifestInRoot

perl -MCPAN -e shell
install Dist::Zilla::Plugin::ManifestInRoot
