Changes for version 0.73
- new parameter 'crlf' for controlling whether perlio ':crlf' layer should be applied or not (true by default)
- tests use File::Temp instead of builtin open($fh, $mode, undef) since it no longer works in perl 5.40
- Fixed doc bug : File::Tabular->new(..., {journal => $journalFile});
- replaced ExtUtils::MakeMaker by Module::Build
