added IPCamera::Reolink::GetIrLights() and IPCamera::Reolink::SetIrLights() methods for control of camera IR LEDs.
added documentation directory containing the "Camera HTTP API User Guide Version 8 2023-4" document that describes the Reolink HTTP(S)/REST interface.
