Tests added.
Added some current Perl usage like "use warnings". Set the minimum perl to 5.8.3. Fixed documentation to use =head3 format.

Perl implementations of Fortran's sign() and log10()

To install Math::Fortran, copy and paste the appropriate command in to your terminal.

cpanm Math::Fortran

perl -MCPAN -e shell
install Math::Fortran
