Changes for version 0.13

In Makefile.PL, add -lquadmath link for Cygwin -Dusequadmath builds only, as this is apparently often needed by this system/configuration.
Accommodate perls built by MS Visual Studio 2022

perl interface to the MPFI (interval arithmetic) library.

in Constant/Constant.pm

To install Math::MPFI, copy and paste the appropriate command in to your terminal.

cpanm Math::MPFI

perl -MCPAN -e shell
install Math::MPFI
