Enabled GitHub actions for CI. PR from Gabor Szabo.
The testsuite was failing because the Robots.txt file on cpan.org is now older than 1000 days. Fixed GH#1, reported by Gabor Szabo.

To install MooX::Role::CachedURL, copy and paste the appropriate command in to your terminal.

cpanm MooX::Role::CachedURL

perl -MCPAN -e shell
install MooX::Role::CachedURL
