fix #2: PAR::Dist::blib_to_par quotes the version number of the dist when making the PAR file
quote value of "version" in generated META.yml (if there is no (MY)META.yml)

cpanm PAR::Dist

perl -MCPAN -e shell
install PAR::Dist
