- Remove need to bundle Devel::AssertOS

A POE wrapper around Win32::ChangeNotify.

To install POE::Component::Win32::ChangeNotify, copy and paste the appropriate command in to your terminal.

cpanm POE::Component::Win32::ChangeNotify

perl -MCPAN -e shell
install POE::Component::Win32::ChangeNotify
