Changes for version v0.999.3

Replaced use of say with print. Interesting that I wasn't getting compilation errors for that.
Created tests for thrown exceptions.

Encode and emit messages that TeamCity can interpret during a build.

To install TeamCity::BuildMessages, copy and paste the appropriate command in to your terminal.

cpanm TeamCity::BuildMessages

perl -MCPAN -e shell
install TeamCity::BuildMessages
