fix tests that fail when ExtUtils::Manifest's version is not new enough for the build output during installation (RT#102017)

Author test that validates a package MANIFEST

To install Test::DistManifest, copy and paste the appropriate command in to your terminal.

cpanm Test::DistManifest

perl -MCPAN -e shell
install Test::DistManifest
