Minor toolchain updates:
- META.yml + META.json
- Don't add Module::Build to configure_requires
Updated FSF address in LICENSE file

test binary strings with hex dump diagnostics

To install Test::HexString, copy and paste the appropriate command in to your terminal.

cpanm Test::HexString

perl -MCPAN -e shell
install Test::HexString
