rt 67060 Add =encoding utf8 to POD
fix test failures caused by Encode.pm version behavior changes (by using module that normalizes the functionality we want)

Turn “unicode” and “byte” string text into lines of a given width, soft-hyphenating broken words

To install Text::Fold, copy and paste the appropriate command in to your terminal.

cpanm Text::Fold

perl -MCPAN -e shell
install Text::Fold
