Fix checking whether symlinks are available for testing on Win32 and msys (#4, genio)

Add paths relative to the current file to @INC

To install lib::relative, copy and paste the appropriate command in to your terminal.

cpanm lib::relative

perl -MCPAN -e shell
install lib::relative
