HashToDelimitedList(HASHREF, CHAR, BOOLEAN);

returns a string: 'A,B,C,D'

DelimitedListToArray(STRING, CHAR, INTEGER, BOOLEAN);

returns an ARRAYREF to an ARRAY: ('A', 'B', 'C', 'D')
