Changes for version 0.09 - 2015-08-18
- Replace Modern::Perl with "use 5.010;" + strict and warnings. Drop perlcritic.rc.
- Add release test to verify 5.010 compatibility (for now).
- Polish README a little bit.
- Move release tests to xt/release and drop %ENV checking code.
- Require Test::Warnings >= 0.005 for "warnings".
- Replace individual xt/release/kwalitee.t with Dist::Zilla::Plugin::Test::Kwalitee
