Changes for version 0.27

Skipping one particularly evil test that we know fails on a few OS unless AUTOMATED_TESTING is enabled. These failures weren't worth preventing installation at all.

Simple, compact and correct param-checking functions

To install Params::Util, copy and paste the appropriate command in to your terminal.

cpanm Params::Util

perl -MCPAN -e shell
install Params::Util
