Changes for version 0.02

Completely changed the portable.perl format to be based on Config.pm instead of some arbitrary format I invented myself.

Support code for "Perl on a Stick"

To install Perl::Portable, copy and paste the appropriate command in to your terminal.

cpanm Perl::Portable

perl -MCPAN -e shell
install Perl::Portable
