Changes for version 0.22

fixed several bugs:
- creating anonymous hashes with undef values has changed in Perl
- Text::CSV_XS changed way it handles blank fields/lines (in a more consistent way), so I had to adopt logic and tests for it

ties a csv-file to an array of arrays

in CSV_File.pm

To install Tie::CSV_File, copy and paste the appropriate command in to your terminal.

cpanm Tie::CSV_File

perl -MCPAN -e shell
install Tie::CSV_File
