Set the environment for the CPANPLUS base dir

To install CPANPLUS::Config::BaseEnv, copy and paste the appropriate command in to your terminal.

cpanm CPANPLUS::Config::BaseEnv

perl -MCPAN -e shell
install CPANPLUS::Config::BaseEnv
