Changes for version 0.36 - 2009-06-09

Added yactool a simple cli to CPANPLUS::YACSmoke
CPANPLUS::Config::YACSmoke, set an env var to specify the base_dir for configuration files.
Added no_update to config settings so the source files don't get updated during smoke runs.
