Changes for version 0.03

now allowing white-space before and after encoding pseudo attribute of the XML declaration
improved charset parameter extraction
fixed t/basic.t to check if HTML::HeadParser is installed
added EBCDIC test to t/basic.t

To install HTML::Encoding, copy and paste the appropriate command in to your terminal.

cpanm HTML::Encoding

perl -MCPAN -e shell
install HTML::Encoding
