Fixed a problem with wechat_qr_decode_lib.cpp it should included the highgui.hpp only if HAS_HIGHGUI==1

Decode QR code(s) from images using the OpenCV/WeChat library via XS

To install Image::DecodeQR::WeChat, copy and paste the appropriate command in to your terminal.

cpanm Image::DecodeQR::WeChat

perl -MCPAN -e shell
install Image::DecodeQR::WeChat
