Changes for version 0.04 - 2019-02-18

Support update_session_cookie.
Depend on latest Starch so that delete_session works in all cases that it works under Catalyst::Plugin::Session.
Migrate build tooling from Dist::Zilla to Minilla.
Migrate all the tests from Test::More to Test2::V0.
