Reverse order of testing config files so that latter options on the command line (when multiple are specified) take precedence. (RT#57027)

To install MooseX::SimpleConfig, copy and paste the appropriate command in to your terminal.

cpanm MooseX::SimpleConfig

perl -MCPAN -e shell
install MooseX::SimpleConfig
