Changes for version 0.03

creation, dropping of the database are done through connection handles only
DBD::Pg prerequites are in Makefile.PL
0.02:
- tests can pass even if the root user is not PostgreSQL administrator Fixes CPAN installation woes.

temporary database creation and destruction.

To install Test::TempDatabase, copy and paste the appropriate command in to your terminal.

cpanm Test::TempDatabase

perl -MCPAN -e shell
install Test::TempDatabase
