Fix test count, skip tests if there isn't an executable (to be changed when parsing is pulled out)

To install Bio::Tools::Primer3Redux, copy and paste the appropriate command in to your terminal.

cpanm Bio::Tools::Primer3Redux

perl -MCPAN -e shell
install Bio::Tools::Primer3Redux
