Changes for version 0.02

Fix 20-open.t to work on OpenBSD & Solaris (It seems they don't like <:raw on in-memory files.)

Open an HTML file with automatic charset detection

To install IO::HTML, copy and paste the appropriate command in to your terminal.

cpanm IO::HTML

perl -MCPAN -e shell
install IO::HTML
