Changes for version 0.04

Require Encode 2.10 to get the utf-8-strict encoding. This is only an issue with Perl 5.8.6 and earlier.

Open an HTML file with automatic charset detection

To install IO::HTML, copy and paste the appropriate command in to your terminal.

cpanm IO::HTML

perl -MCPAN -e shell
install IO::HTML
