hopefully finally fixed tests for Windows added support of default constants added Build.PL

combine C<Getopt::Mixed> with usage and help

To install Getopt::Mixed::Help, copy and paste the appropriate command in to your terminal.

cpanm Getopt::Mixed::Help

perl -MCPAN -e shell
install Getopt::Mixed::Help
