Added a shebang line to rt-to-github.pl
The metacpan-github-names.pl will no longer be installed. This is only used for development.

Convert rt.cpan.org tickets to GitHub issues

To install RTx::ToGitHub, copy and paste the appropriate command in to your terminal.

cpanm RTx::ToGitHub

perl -MCPAN -e shell
install RTx::ToGitHub
