Changes for version 0.39 - 1999-12-16

Renamed 'ipc' method to 'childsafe'.
Renamed 'dfltopts' method to 'dfltsets'.
Added 'stdopts' method.
Allow config data to be specified for methods calling Getopt::Long::GetOptions().
