Changes for version 0.21

fix test breakage all over the place (thanks @kentfredrick)
report the minimum required version in error, instead of the installed-and-loaded version

Ensure that the dependency listing is complete

Heavy style for checking for dependencies.

Light style for checking for dependencies.

To install Test::Dependencies, copy and paste the appropriate command in to your terminal.

cpanm Test::Dependencies

perl -MCPAN -e shell
install Test::Dependencies
