Changes for version 0.02

Cleaned up Makefile.PL and updated copyright info. Made sure the test-suite runs with strict and warnings enabled.

PerlIO layer for removing comments

To install PerlIO::via::UnComment, copy and paste the appropriate command in to your terminal.

cpanm PerlIO::via::UnComment

perl -MCPAN -e shell
install PerlIO::via::UnComment
