fix case where Makefile.PL content was not recognized when there were no (static) prequisites declared for the distribution

Specify dynamic (user-side) prerequisites for your distribution

To install Dist::Zilla::Plugin::DynamicPrereqs, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::DynamicPrereqs

perl -MCPAN -e shell
install Dist::Zilla::Plugin::DynamicPrereqs
