disable printing the Makefile.PL warning during 'dzil test --release' and 'dzil release' operations, which run Makefile.PL as well as Build.PL

Generate a Makefile.PL containing a warning for legacy users

To install Dist::Zilla::Plugin::MakeMaker::Fallback, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::MakeMaker::Fallback

perl -MCPAN -e shell
install Dist::Zilla::Plugin::MakeMaker::Fallback
